+An aside: "Organized by the staff" generally speaking means after the "morning briefing". Once a fixed number of rows have been created, a staff member will give general announcements in Japanese (and sometimes other languages) **to the group of people who were most recently sat down (including you)**. The "organization" of the line cutoff will be after you've been asked to sit, after announcements, after the applause for the speaker.
 Near the end of your line, you will notice that the line has a piece of paper on it. The piece of paper will tell you when to be back in line. You can, at your leisure, venture around the line, chat with friends, and go to the east hall 8 resting area, buy items from vending machines, etc. You can use the toilets!
